On July 11, by the decision of the RA NA Speaker Ara Babloyan, according to Article 100 of the RA Constitution and Article 44 of the RA Constitutional Law Rules of Procedure of the National Assembly on the initiative of the RA Government the RA NA extraordinary session was convened by the initiator’s established agenda.

The Speaker of the parliament presented the Protocol 13 on providing the RA CEC mandate to the relevant candidate. According to this, the next candidate of the national electoral list of the NA Tsarukyan parties’ alliance is Hrant Davtyan. According to Part 4 of Article 33 of the Constitutional Law Rules of Procedure of the National Assembly , the newly elect deputy has sworn in.

After approving the agenda of the session the parliament debated in the first reading the draft law on Amnesty of Fines Applied for a Number of Administrative Infringements presented by the RA Government.

The RA NA deputies Gevorg Gorgisyan, Mihran Poghosyan, Shirak Torosyan, Hovik Aghazaryan, Hayk Babukhanyan, Alen Simonyan, Rustam Makhmudyan, Gevorg Petrosyan, Mikayel Melkumyan, Armenuhi Kyureghyan, Sergey Bagratyan and Koryun Nahapetyan expressed their viewpoints on the draft law.

The RA NA Deputy Speaker Arpine Hovhannisyan has noted that her position on the draft law is positive.

Afterwards the RA Minister of Justice Artak Zeynalyan presented for debate in the first reading the draft law on Announcement System.

Arpine Hovhannisyan presented the endorsement of the RA NA Standing Committee on State and Legal Affairs on the amendment.

The RA Minister of Justice presented for debate the draft law on Making Addenda to the RA Civil Procedure Code.

Afterwards the RA Deputy Minister of Defense Gabriel Balayan has informed that it is proposed to amend the RA Law on Military Service and Serviceman’s Status .

The MP Romik Manukyan presented the endorsement of the RA NA Standing Committee on Defense and Security.

The RA Deputy Minister of Culture Nazeni Gharibyan presented for debate the draft law on Ratifying the Memorandum of Mutual Understanding on the RA Participation to the Programme Creative Europe of the Union for the Cultural and Creative Spheres between the RA Government and European Commission.

The Chair of the RA NA Standing Committee on European Integration Naira Zohrabyan presented the endorsement of the Committee.

The parliament also debated the draft law on Ratifying the Protocol on Amending the Treaty of 29 May 2014 on Eurasian Economic Union presented by the RA Deputy Minister of Foreign Affairs Shavarsh Kocharyan.

The Chair of the RA NA Standing Committee on Foreign Relations Armen Ashotyan presented the endorsement of the Committee.

During the day the draft laws were approved by the parliament. The bills will be debated in the second reading at July 12 sitting of the NA extraordinary session.
